Crisis in Ukraine: Russia Extends its Control over the Black Sea and Strategic Waterways On May 15, President Vladimir Putin took part in the opening ceremony of the Crimean Bridge – “a super 19-kilometre-long construction” linking Crimea to Russia’s Krasnodar region. This bridge is strategic and broader the economic and geopolitical implications in the region. The decision of Crimea to join the Russian Federation has strategic and geopolitical implications. The union of Crimea with Russia redefines both the geography as well as the geopolitical chessboard in the Black Sea basin. It constitutes a major setback for US-NATO, whose longstanding objective has been to integrate Ukraine into NATO with a view to undermining Russia, while extending Western military presence in the Black Sea basin. With the March 18, 2014 Treaty signed between Russia and Crimea, the Russian Federation will extend its control over the Black Sea as well over the Sea of Azov, the West coastline of which borders on Eastern Ukraine and the Donesk region. Under the agreement between Russia and Crimea announced by president Putin, two “constituent regions” of Crimea will join the Russian Federation: the “Republic of Crimea” and the “City of Sevastopol”. Both will have the status of “autonomous regions”. The status of Sevastopol as an autonomous entity separate from Crimea is related to the location of Russia’s Naval base in Sevastopol. Since the break-up of the Soviet Union, Russia retained its naval base in Sevastopol under a bilateral agreement with Ukraine. With the signing of the March 18th Treaty, that agreement is null and void. Sevastopol including the Russian naval base become part of an autonomous region within the Russian Federation. The naval base is no within Ukraine under a lease agreement. Moreover, Crimea’s territorial waters now belong to the Russian Federation. Russia now formally controls a much larger portion of the Black Sea, which includes the entire coastline of the Crimean peninsula. The Eastern part of Crimea –including the Kerch straits– are now under Russia’s jurisdiction control. On the Eastern side of the Kerch straits is Russia’s Krasnodar region and extending southwards are the port cities of Novorossiysk and Sochi. Novorossiysk is also strategic. It is Russia’s largest commercial port on the Black Sea, at the cross-roads of major oil and gas pipelines between the Black Sea and Caspian sea. Historically, the Kerch straits have played a strategic role. They constitute a gateway from the Black Sea to Russia’s major waterways including the Don and the Volga. During World War II, the Kerch peninsula occupied by Nazi Germany was an important point of transit by land and water. In the coldest months of Winter, it became an ice bridge linking Crimea to the Krasnodar region. The Kerch straits are about 5 kilometers in length and 4.5 km. wide at the narrowest point between the tip of Eastern Crimea and the peninsula of Taman. Kerch is a major commercial port linked to railway, ferry and river routes. the integration of Crimea into the Russian Federation means that Moscow is now in full control of the Kerch Straits linking the Black Sea to the Sea of Azov. The Ukrainian authorities are no longer in control of the port of Kerch. The bilateral agreement between Russia and Ukraine governing the maritime route through the Kerch straights has been scrapped. The straits constitute an entry point into Russia’s major river waterways. The Sea of Azov connects with the Don River and the Volga, through the Volga Don Canal. In turn, the Volga flows into the Caspian sea. The Kerch straits are strategic. The Kerch-Yenikalskiy Canal allows large vessels to transit from the Black sea to the Sea of Azov. the Kerch Straits link the Black Sea to the Volga which in turn connects to the Moscow river through the Volga-Moskva canal. Full control of the narrow Kerch straits by Russia ensures unimpeded maritime transit from the Black Sea to Russia’s capital as well as the maritime route to the Caspian Sea. The Russia-Ukraine 2013 agreement pertaining to the construction of the bridge had, for all purposes already been scrapped before March 16. Crimea’s union to Russia was already in the pipeline prior to the referendum, it was a fait accompli. Less than two weeks before the March 16 Referendum, at the height of the crisis in Ukraine, Russia’s Prime Minister Dmitry Medvedev ordered the state-road building corporation “Russian Highways” “to create a subsidiary company that will oversee the building of a bridge across the Kerch Strait”. Russia's Deadly Plan to Defend the Black Sea Against US, Nato, Ukrainian Naval Formations As the State Armament Program (S A P) 2011 to 2020 is coming to an end, Moscow has floated a new military program for the 2018 to 2027 period. Despite the sanctions, economic difficulties and the collapse of oil revenues, the Russian Navy has demonstrated that it can contribute to Russia’s international posture, as demonstrated during the Moscow’s Syrian campaign. Among the five Russian naval formations—namely the Northern, Baltic, Black Sea, and Pacific fleets as well the Caspian flotilla—the Black Sea fleet has undergone the most remarkable changes since 2010. Although modest by their number and their tonnage, its units are involved in operations in the Black Sea basin, the Mediterranean, and more sporadically, beyond the Suez Canal and the Gibraltar Straits, in the “World Ocean.” New platforms inducted in the course of the 2011 to 2020 S A P have provided the Black Sea fleet with enhanced multirole capabilities, in spite of difficulties experienced by the VPK—the Russian military-industrial complex—to meet the objectives outlined in the armament program. While the Black Sea Fleet is inexorably transitioning to a green-water force, it features a growing ability to carry out cruise-missile strikes way beyond Russia’s immediate neighborhood. Furthermore, it retains the ability to operate in remote maritime areas, such as the Levant. Revamping the Black Sea Fleet: Half a Success The modernization plan of Russia’s Black Sea Fleet outlined in the 2011 to 2020 S A P has not been fulfilled as originally thought. However, it has already produced tangible results, the first of which being the end of the continuing attrition of the operational capacities that affected the Russian navy during the 1990s and most of the 2000s. However, the Euro-Atlantic sanctions, on the one hand, and the rupture of the cooperation between the Russian VPK and Western and Ukrainian defense industries, on the other hand, have jeopardized the construction of some platforms, while delaying the completion of other new units. From the six initially planned frigates (Admiral Grigorovicth type), only three have been commissioned, whereas the three others have been left without their Ukrainian made turbines. Russia is waiting for Saturn—a Russian company based in Rybinsk—to come up with a national replacement solution, something that could be done in 2018. small missiles ships and anti-saboteur boats received until 2014 their German made engines, manufactured by MTU. Russian VPK have had to turn to China after the Ukrainian crisis to find a replacement solution after Germany ceased its cooperation with Russia. The two other missiles ships have been transferred to the Baltic Fleet. Russia’s objectives to enhance its submarine capabilities in the Black Sea have been met successfully; the six planned conventional submarines have all been inducted in the fleet. They carry Kalibar cruise missiles, and together with the new frigates and small missiles ships, they have carried out cruise missiles strikes in Syria from the Eastern Mediterranean. Dispatched in the Levant and in the Black Sea basin, these platforms can hit targets in most of Europe, North Africa, the Middle East and parts of Central Asia. Acknowledging the technical and financial difficulties raised by the sanctions and the cessation of industrial cooperation with foreign actors, Russia decided in 2014 to 2015 to launch two new construction programs for the Black Sea Fleet: small missiles ships and small patrol boats. Kalibar cruise missiles while being a very light surface platform at only 800 tons. Seven units have already been laid down, all slated for the Black Sea Fleet, with the lead ship scheduled to be commissioned in 2018. Meanwhile, the Black Sea Fleet’s only high sea vessel, the Soviet-era missiles cruiser Moskva , should undergo a reparation and deep-modernization cycle in the near future, possibly at Sevastopol shipyard. It was shot with a firearm from Ukraine's offshore gas rig stolen by Russia in 2014 when it annexed Ukrainian Crimea. Ukraine not to be let to Crimean drilling rigs

The Border Service of the Federal Security Service of the Russian Federation decided to protect drilling rigs of Chernomorneftegaz (Black Sea oil and gas company). The site is situated in the shelf area of the Black Sea and was owned by the Ukrainian national oil and gas company Naftohaz till spring 2014. Yesterday a ship that belongs to the State Border Guard Service of Ukraine, approached a self-lifting floating drilling rig Taurida. The captain demanded the Russian colleagues to provide data on the crew and purpose of the drilling rig location in the area, but received no desired result. According to the press service of the Russian Border Service, a patrol vessel 'Ametist' was sent into the area after the incident 'in order to provide security of the Taurida drilling rig crew, as well as to protect and guard economic interests of the Russian Federation'. Spokesman of the Ukrainian Naval Forces Oleg Chubuk has claimed that country’s Navy intends to continue drills, despite reaction of Moscow, which regarded flying of a Ukrainian An-26 plane over Russian oil rigs in the Black Sea as a provocation. Flights of ‘transport and other maritime aviation will go on,’ he stated. - ‘Exercises of the Ukrainian Naval Forces are being carried out. Naval aviation, marine infantry and vessels are engaged. No adjustments will be made in course of the training’. As Pravda.Ru reported, on 1 February the Ukrainian An-26 airplane carried out two provocative flights over the Russian oil rigs in the Black Sea at an extremely low height. The Ukrainian Naval staff though reported that the plane had been shelled from a ship of the Russian Black Sea fleet. In fact, in order to prevent a clash with a mast of the derrick, a member of the security guard of the drilling platform had just sent up four flares from a flare gun, which posed no threat to the plane. Russia blamed Ukraine for provoking the incident, which sharply escalated tensions that have been growing between the two countries since Moscow annexed Crimea from Ukraine in 2014, and it has worked steadily to bolster its zone of control around the peninsula. Earlier in the day, Russia and Ukraine traded accusations over a separate incident involving the same vessels, prompting Moscow to block passage through the narrow Kerch Strait, which separates the peninsula from the Russian mainland. The Ukrainian navy said two of its gunboats were struck and Russian crews boarded and seized them and an accompanying tugboat. Russia's Federal Security Service, known as the FSB and which oversees the coast guard, said there was "irrefutable evidence that Kiev prepared and orchestrated provocations ... in the Black Sea. These materials will soon be made public." The FSB confirmed early Monday that it fired on the vessels to force them to stop, and then seized them. An emergency meeting of the United Nations Security Council was called for Monday morning over the escalating situation, according to U.S. Ambassador Nikki Haley. The European Union and NATO called for restraint from both sides and for Moscow to restore access to the strait, which Ukraine uses to move ships to and from ports on either side of the peninsula. Ukrainian authorities said they had given advance notice to the Russians that the vessels would be moving through the strait, which connects the Black Sea to the Sea of Azov. Russia said the three Ukrainian vessels made an unauthorized passage through Russian territorial waters, while Ukraine alleged that one of its boats was rammed by a Russian coast guard vessel. The tugboat, which was rammed, was traveling with the two Ukrainian gunboats from Odessa on the Black Sea to Mariupol, an eastern Ukraine port, via the Kerch Strait. "Russian coast guard vessels ... carried out openly aggressive actions against Ukrainian navy ships," the Ukrainian statement said, with the tugboat suffering damage to its engine, hull, side railing and a lifeboat. The Kerch Strait is the only passage into the Sea of Azov. The strait is spanned by the recently completed Kerch Bridge, connecting Crimea to Russia. Transit under the bridge has been blocked by a tanker ship, and dozens of cargo ships awaiting passage are stuck. Russia has not given any indication of how long it will block the strait, but a long-term closure to would amount to an economic blockade of Ukrainian cities on the Azov coast. Russia's Black Sea Fleet greatly outmatches the Ukrainian navy. The FSB told Russian news agencies after the first incident that the Ukrainian ships held their course and violated Russian territorial waters. "Their goal is clear — to create a conflict situation in the region," the FSB statement said. It did not mention that a Ukrainian tugboat was rammed. Dmitry Kiselyov, a commentator on Russian state-controlled TV, told viewers of his Sunday evening news program that Poroshenko, encouraged by the U.S., is looking to pick a fight with Russia in the Black Sea. The talk show host also alleged the U.S. talked Poroshenko into staging a provocation against Russia as a means to disrupt an upcoming meeting between Presidents Vladimir Putin and Donald Trump at this week's Group of 20 summit in Argentina. Russian troops take control of military airport in the Black Sea port

Dozens of unidentified gunmen blocked access to a military airport in the Black Sea port of Sevastopol on Friday. However, a Russian military officer was seen entering the airport compound in a civilian vehicle with Russian military plates. A Russian flag on his jacket including the markings of a colonel in the Russian military. The officer was stopped at gunpoint by the unidentified gunmen. After several minutes they allowed the officer to pass. Earlier on Friday, Ukraine's new interior minister, Arsen Avakov, claimed that Russian troops had taken control of the two main airports in the strategic peninsula of Crimea. The country has also asked the UN Security Council to intervene in the escalating conflict. Russian state media said Russian forces in Crimea denied involvement. No violence was reported at the civilian airport in Crimea's capital of Simferopol or at the military airport in the Black Sea port of Sevastopol, also part of Crimea. At the Simferopol airport, a man claiming to speak for the camouflage-clad forces patrolling the airport described them as Crimean militiamen. Any Russian military incursion in Crimea would dramatically raise the stakes in Ukraine's conflict, which saw the pro-Russian president flee last weekend after three months of anti-government protests. Moscow has vowed to protect Russian-speaking Ukrainians in Crimea, where it has a major naval base, and Ukraine and the West have warned Russia to stay away. All flights at the civilian airport in Simferopol have stopped. Danube provides livelihoods as it flows into the Black Sea

LEADIN The Danube is a watery thread 2,857 kilometers (1,775 miles) long. It flows from its beginnings in Germany , through Central Europe and out into the Black Sea from Ukraine , where thousands of people depend upon it for their livelihoods. STORYLINE: The Danube is many things to many people. To the people who live near the Ukrainian delta it is everything....waterway, food source....life blood. Oleg Polovtsiev has been fishing these waters all of his adult life. But there are no fish to be caught today, due to seasonal variations and migrations. When the fish do return to these waters, the numbers that can be caught are restricted by law. The best seasons for fishing are March-April and October-December. Fishing is the only source of income for many who live on the banks of the great river. More than half the population of Vilkovo, a small town of 8000 residents, depend on the menfolk fishing herring, carp, catfish or roach. In a control room men watch monitors to help steer large vessels through the Danube's course. The navigable channel "Danube-Black Sea" is only half complete and many of the jobs promised have not materialised. The Starostambulsky arm of the Danube was deepened in 2007 to allow the passage of cargo and passenger ships. The project was not without controversy as Vasyl Prokopenko, from the Delta-pilot unit of the State enterprise "Ukraine Sea Port Authority explains. "Over the years of its use (the Danube-Black Sea channel) has shown its economic sense. There were a lot of artificial problems over how this project would effect the environment of the Lower Danube, including the Danube biosphere preserve. But it was implemented so well, that there was not a single serious accident or negative impact on the all the elements of the hydro system, from hydrology to birds and animals, because the project was developed very clearly in line with all the environmental norms." The construction of dams in the 20th century has reduced the water flow in the Danube dramatically, according to environmentalists like Oleksander Volovshkevich, the director of the Danube Biosphere Reserve: "We lost a great quantity of water, the hydrological regime of our waters and in a number of channels has worsened significantly. On the whole, the Ukrainian Danube delta is rapidly deteriorating" he says. Here the river forms a natural boundary between Ukraine and Romania as Major Serhiy Adamchuk, head of the local Ukrainian Border Guard explains: "Romania is located the right bank of the Old Stambul bed of the Danube there is Romania and Ukraine on the left. The main difficulty in keeping the Danube safe is the poor accessibility of this region, which we must safeguard. Because the border runs along the river, we need special equipment to safeguard it." Border guards are on duty in speedboats to check the boats and their passengers. Visas are not required, but travellers need to give their personal details to border staff, but they are not permitted to land on the shores of the country that they are not resident. Local residents and fishermen also report potential violations to the border guards. In recent years Russian tourists have been discovering the beauty and wildlife of the Ukrainian Danube Delta, often enjoying a pleasure boat cruise of the Danube Biosphere Reserve. Their goal - to see the "zero" kilometre sign of the Danube. The sign "0 km" is set where the Danube flows into the Black Sea at Ochakov Way. "Pelican tour" operator Mykhailo Zhmud was one of the first to develop the tourism on the Ukrainian side of the Danube. Zhmud now owns his fleet of small ships, hotel and restaurant on the banks of the river. Wide of Uzhnuy Bay oil-plant STORYLINE The leaders of Ukraine and Poland agreed on Friday to reverse the flow of a key oil pipeline in western Ukraine in mid-2008, a move to improve regional energy security and reduce dependence on Russian crude. The 670-kilometre (410-mile) Odessa-Brody pipeline is currently used to transport Russian oil southward for export via the Black Sea from the port of Odessa. The chief of foreign economics at the Ministry of Foreign Affairs of Ukraine, Konstyantyn Rzhepishevsky said the deal would allow European Union buyers and the Polish oil plants to acquire Caspian oil at a reduced price. "This will mean new lower prices on oil and a new way to get energy materials to EU without being dependent on Russia. This in turn will make EU more independent for their oil," he told the Associated Press. The Ukrainian President Viktor Yushchenko and his Polish counterpart Lech Kaczynski pledged to return to the pipeline's original design and begin shipping oil from Caspian Sea nations such as Azerbaijan northward from Odessa to Brody, near the Polish border, according to a statement on Yushchenko's Web site. Yushchenko was reported as saying that only a straightforward option such as using Odessa-Brody had a future, adding that there were currently no other viable options in place. The Ukraine President said that by mid-2008, oil will start moving northward in the pipeline to Brody, from where it will be transported further north by rail. Under an agreement struck earlier this year by Ukraine, Poland, Lithuania,Azerbaijan and Georgia, the pipeline is to be extended 490 kilometres (300 miles) to the Polish port of Gdansk on the Baltic Sea. Kaczynski said he hoped to hold further talks with this counterpart in May 2008.
